RENTER CRITERIA


COMPLETED APPLICATION

Each person 18 years or older must turn in an application. All incomplete (or dishonest) applications will be rejected.


VERIFIABLE RENTAL HISTORY

Credibility matters. We will make a good faith effort to reach out to former landlords, but we reserve the right to deny your application if we are unable to verify your rental history.


SUFFICIENT INCOME

Monthly income must be 2.5x the amount of monthly rent. If your monthly personal debt, utilities, and rent will exceed 60% of your monthly income before taxes, we will ask for a co-signer on your rental agreement. If that amount exceeds 75% of your monthly income, your application will be denied.

Income must be verifiable through pay stubs, employer contract, or tax records. All other income, including self employment, must be verifiable through tax records. For section 8 applicants, your monthly income must be three times your monthly rent responsibility after approved section 8 subsidized rent payment.

-If the monthly rent amount is more than what is considered affordable for households at 80% of the median family income (MFI), monthly gross income must be at least 2.0 times the rent amount.

-If the monthly rent amount is less than what is considered affordable for households at 80% of the median family income (MFI), monthly gross income must be at least 2.5 times the rent amount.

-Information on median family income (MFI) is published annually at portland.gov/phb/


PETS

Please note if the rental allows for pets, there is a $300 refundable deposit for cats and a $500 refundable deposit for dogs. Each additional pet approved is $100 deposit. Max pets allowed per unit is 4. Monthly pet rent is $30 per cat and $50 per dog. There may be restrictions on number and types of pets allowed according to the unit.

Animals/pets are limited to the following with additional security deposit:

  • Pets must be spayed/neutered.

  • Proof of licensing and current vaccinations required with application.

  • Pets will be approved on a per property, per pet basis. Management staff must view pet(s) prior to occupancy.

  • Property Management reserves the right to refuse occupancy to any pet and may require documentation for dogs on a case-by-case basis (e.g. graduation certificate from an accredited AKC Canine Good Citizen Class, written documentation from a veterinarian regarding pet’s behavior in the last 6 months, etc.)

  • Tenant will be held fully responsible for any damage to the property caused by pets. This includes damage to floors, landscaping, window screens, etc.

  • A Pet Agreement must be completed, signed, and submitted prior to occupancy.

  • An application may be denied if an applicant has an undisclosed or unpermitted pet.

  • Assistance animals will not be denied.


SECTION 8 INFORMATION ACCESS

All section 8 applications must sign a consent form allowing the Housing Authority to release information in your file regarding your rental history.


CREDIT

Good credit is a requirement (average of 620+ Trans-union Resident Score among applicants is required). However, we understand life happen. For instance, if you have bankruptcies discharged, home foreclosures or a short sale processed within 4 years due to medical/health insurance costs or re-adjusting minimum mortgage payments, then we may be able to approve you with a co-signer.

Deposits are due within 24 hours of notification of approved application, and can be paid online or via money order.


2 FORMS OF ID

We require a government issued photo ID (a driver’s license or U.S. passport, if possible) or a non-resident alien card be shown. Present with completed application.


AVAILABILITY

After all, we need a vacant place to rent to you. And you must be willing to pay rent according to your lease terms immediately after your application is approved as soon as the unit is ready to occupy. We will require up to 2 full business days to process an application; typically application processing will be completed within 24 hours.

 


REASONABLE ACCOMIDATIONS

All reasonable accommodation requests must be made in writing using approved form.

  • Must have a letter from qualified individual on official letterhead that states resident’s request relates to their disability.

  • If request is for a Service/Assistance or Companion Pet, must sign Service or Assistance Animal Addendum.

  • Must have all documentation uploaded and submitted for a completed application.

  • All pet policies for application still control, including but not limited to: Picture, interview, current/up-to-date vaccinations.

FULL DISCLOSURE

You could be denied if.....  You make any derogatory statements and/or show combative behavior at any time during the application process or,  You display any behavior or make any comments that lead us to believe you may not follow the community guidelines or terms of your lease, or  You lie or misrepresent information on your application. Even if we discover this after the rental agreement is signed, your rental agreement will be terminated. Or...  You have been convicted of manufacturing or distribution of a controlled substance. Or...  You were convicted in the last 7 years of a crime that is a threat to real property or other residents to peaceful enjoyment of the premises, including any felony. Or...  You have a court ordered eviction (FED) in the past 7 years. Or...  Your previous landlords report significant complaint levels related to (but not limited to) disturbing neighbor's peaceful enjoyment of the area, reports of gambling, prostitution, drug dealing/manufacturing, damage beyond normal wear and tear, violence of any kind towards others, allowing persons not on the lease to reside on the premises, failure to give proper notice when vacating, or any other reason a prior landlord might be disinclined to rent to you for reasons pertaining to the behavior or yourself/pets/relative/friends/other allowed on the property during your tenancy.
